Roles & Responsibilities of CPHEEO

CPHEEO, the technical wing of the Ministry of Housing and Urban Affairs, deals with the matters related to the following:

  • Advise the Ministry in all the technical matters pertaining to Public Health & Environmental Engineering (Water Supply, Sewerage, Storm Water Drainage & Solid Waste Management).
  • Assist the Ministry in formulation of policies, guidelines, strategies & programs for over-all development of Public Health & Environmental engineering sector.
  • Preparation of Technical Guidelines in the form of Manuals in the field of Public Health & Environmental Engineering which are used as basic documents by the State Public Health Engineering Departments / State Water Boards / UTs/ Urban Local Bodies in their functions of planning, designing, construction and operation & maintenance of water supply and sanitation schemes in the above sectors.
  • Appraisal, monitoring & evaluation of Water Supply, Sewerage, Urban Drainage projects and over-all sanitation including solid waste management under central sector/centrally sponsored programs of the Government of India and other central assistance from time to time.
  • Technical scrutiny of water supply, sanitation including solid waste management and storm water drainage schemes submitted by the States/UTs/ Urban Local Bodies for urban sector seeking assistance from external funding agencies such as World Bank/ JICA/ADB and Bilateral agencies etc.
  • Assist the Ministry in formulating of Annual/ Five Years Plan for Public Health & Environmental Engineering sector and with Parliament matters including Parliamentary Standing Committee.
  • Promote & co-ordinate development of human resources in the field of Public Health Engineering including imparting training programs for the in-service personnel.
  • Organizing and co-sponsoring of seminars / workshops on various topics of interest from time to time in the field of Public Health and Environmental Engineering.
  • Technical assistance to other Central Ministries / Departments like Ministries of Environment, Forests & Climate Change, Economic Affairs, Jal Shakti, New & Renewable Energy, Social Justice & Empowerment, Health & Family Welfare, Commerce & Industry, Labour & Employment, Steel, Mines, etc. in respect of various projects and problems referred to by them.
  • Assisting the Ministries of Home Affairs and Agriculture & Farmers Welfare of the Government of India in special projects like drought, flood & other natural calamities & emergencies and in preparation of recommendations for release measures based on site visits.
  • Represent the Ministry in High level Committee constituted by various Central Ministries including Central Ground Water board, Central Water Commission, National Water Mission, Ganga Project Directorate, National Environmental Engineering Research Institute, Defence Research and Development Organisation, etc. and to advise such committees on various Public Health & Environmental issues.
  • To work in collaboration with the India Council for Medical Research, Council for Scientific and Industrial Research, World Health Organization and various educational institutions in the formulation / implementation of operational research projects in the field of Public Health and Environmental Engineering.
  • To work in collaboration with the Bureau of Indian Standards for preparation of various standards / specification in the field of Public Health and Environmental Engineering.
  • The issues related to the Millennium Development Goal/ Sustainable Development Goal in regard to water supply and sanitation sector are being dealt with by this office.
  • Any other work assigned by the Ministry of Housing and Urban Affairs from time to time in respect of subjects concerning Public Health and Environmental Engineering.
